Responsibilities

The Property, Tax & Elections (PT&E) Division works closely with various county departments, townships, cities, school districts, and special taxing districts. The office manages a wide range of duties related to property taxation, drainage systems, licensing, internal county financial functions, and election administration.

Significant Elements of the Property Tax Division of PT&E

Property Tax
The PT&E Office is responsible for the following property tax functions:

  • Calculation of tax capacity rates used to levy taxes, and computation of taxes on each parcel of real and personal property based on the budgets of the county, townships, cities, school districts, and special taxing districts
  • Calculation and assignment of special assessments for cities, the county, and townships, as certified to the proper parcel for collection
  • Processing deed transfers and maintaining accurate property ownership records in the County Tax System
  • Maintaining delinquent tax records, applying late penalties, fees, and interest, and mailing or publishing required notices under State Statute
  • Managing delinquent tax accounts, including Confession of Judgment contracts and the tax‑forfeited lands process
  • Settlement of delinquent tax revenue to the State, townships, cities, school districts, and special taxing districts

Drainage Systems

  • Coordinating and maintaining records for each county drainage system
  • Working with surveyors and landowners through public meetings
  • Filing ditch liens and assessments for maintenance

The PT&E Office issues various licenses, including:

  • Auctioneer (resident and non‑resident)
  • Gambling
  • Liquor licenses
  • Precious Metal Dealer
  • Tobacco licenses
Internal Functions
  • Internal county accounts payable functions
  • Collection of Aggregate Tax

Election Office
The PT&E Director serves as the County’s Election Official
