The Americans with Disabilities Act (ADA)

Enacted on July 26, 1990, is a federal civil rights statute that prohibits discrimination against individuals with disabilities. As a public service provider, Steele County is legally obligated to comply with the ADA, particularly the provisions set forth in Title II, which state that no qualified individual with a disability may be excluded from participation in, denied the benefits of, or subjected to discrimination by any public entity.

County Obligations Under Title II:

To meet these requirements, Steele County must undertake a comprehensive self‑evaluation of its facilities, services, and programs.
This evaluation forms the basis for the County’s ADA Transition Plan, which identifies physical and programmatic barriers and outlines the steps necessary to achieve compliance.

Purpose and Function of the ADA Transition Plan:

The ADA Transition Plan establishes the policies and procedures the County will follow to maintain ongoing compliance with federal accessibility standards. It also provides a structured process for community members to raise concerns and engage in dialogue regarding accessibility issues. By documenting existing conditions and planned improvements, the Plan enhances the County’s understanding of its public assets and supports informed decision‑making regarding the prioritization of ADA‑related investments.
